Alexander Findlay and Company were a Scottish firm of bridge builders and structural engineers Link They seem to have been in business from 1881 until 1977 as far as I have been able to determine. The footbridge to which the plaque is attached was built across the River Wye to celebrate the Diamond Jubilee of Queen Victoria in 1897. The obverse can be seen here SO5139 : Coat of arms, Victoria Bridge, Hereford and the bridge itself here SO5139 : Victoria Bridge, Hereford
